We noticed the prevalence of yellow painted windows and doors on a drive around west sussex and wondered whether there was a unified decision about this by the councils concerned or whether there was an offer on this colour paint in the local DIY stores!

If you're talking about an area around Bosham, in West Sussex, all of the buildings owned by nursery company Brinkmans, were painted white with deep yellow doors and frames.

Never noticed it when I lived there.

The previous answer sounds good though. Although I've been to Bosham I didn't notice that fact. But in truth I was more interested in it being the place where king Canute tried to turn the tide.
