Baking soda will fizz releasing CO2 gas and the corn starch will absorb the water swelling to form a paste . Put them in together with hot water and you will get a thick sticky foam like batter.
Baking soda is a mixture of bicarbonate of soda and tartaric acid so you will get a reaction and production of CO2.

NO cornstarch will most likely dry her skin out some more. Cornstarch and baking soda are Nothing a like. You can buy a little box for 50 cents or less.

Baking soda and corn starch do not react when added to water. However, when the mixture containing baking soda is heated, the baking soda decomposes to give out carbon dioxide. The ensuing minute bubbles of carbon dioxide get trapped in the mixture making it "rise". Thus the purpose of adding baking soda is to make the mixture fluffy.
The reaction is:
2 NaHCO3 = Na2CO3 + CO2 + H2O

Adding yeast to corn starch also makes the mixture fluffy, but there the carbon dioxide is evolved by the biochemical process of fermentation and not just as a result of chemical decomposition as is the case with sodium bicarbonate (baking soda).

Nothing will happen on the mixing of baking soda and corn starch in water.
If you use cold water, you can get the starch to disperse, but it will not dissolve. If you use hot water the starch molecules will swell.
Baking soda needs an acid ingredient to release the CO2. Try vinegar or lemon juice or cream of tartar from the spice cabint.

Cor starch and water makes an interesting mixture called oobleck.

No. Corn starch is a sccharide and is too weak an acid to reach with bicarbonate.
