I am not sure how you are going to get the DVD burner... It's a piece of hardware, and it can't be attached to an e-mail message.

It is possible to copy most DVDs using some computer software and a DVD-R drive on your computer. You need a decryption program, like DVD Decrypter, and then an encryption/burning software, like DVD Shrink. When you decrypt a commercial DVD, the data is too large to burn onto your blank DVD, and that's why you need DVD Shrink. Just search for either of those on the web and you will find them for free download. There are other programs that do the same tasks, but the two I mentioned seem to be the most popular. A lot of newer DVDs are more protected, so they may not always copy.

If you do not have a rewriteable disc drive then you cannot. End of story. You can buy a CD writer or a DVD writer (that will also burn CDs). Both come with their own software. You can then purchase other software (like Nero) if you think it is necessary.

No you cannot. Check the name of the DVD player using a search engine and see if it is a burner or not.
