The secret here is to form alliances with others in the wedding industry. Form referral relationships, and where practical, package deals with bakers, musicians, wedding planners, etc. You may even offer your services through such partners free once or twice to establish yourself with them. Once an alliance is established and you think its mutually beneficial, be loyal to the partner and demand the same of them.

Get in touch with banquet halls, and anyone else in the wedding industry. Hand out their cards and have them hand out yours.
Pride information in church bulletins. Get your website linked to others (they will expect you to link theirs also but the greater the audience the better chance you have at increasing visibility. (Some cities have board a trades).
Find someone that can increase your website so that as soon as flowers or wedding is keyed in, your site is one that shows up.
Advertise in wedding magazines and often they have wedding shows a few times a year. You may be able to partner with someone which will lower your cost substantially.
