Carrie Snodgress, with whom he had been living, gave birth to Neil Young's first child. The boy, Zeke, would later be diagnosed with cerebral palsy.
He now lives with his second wife, Pegi, and their two children - Ben, 23, who has cerebral palsy, and a 17-year-old daughter named Amber Jean. Their home is a California ranch he calls Broken Arrow, a complex that includes a recording studio, a building for his car collection, and a barn for his model trains.
A special late fall tradition began in 1986 with the
presentation of the first Bridge School Benefit at the
Shoreline Amphitheatre in Mountain View, CA. Hosted by
Young and his wife, Pegi, the now annual and largely
acoustic concerts benefit a special school where
children (such as Neil's youngest son) afflicted with
severe cerebral palsy are taught how to communicate
with computers and other technology. Bruce
Springsteen, Simon & Garfunkel, Don Henley and Willie
Nelson are among the artists who have appeared at this
continuing event.

This is the only reference I could find concerning Neil young and handicapped children, I couldn't find anything about his children
Young was inducted into the Canadian Music Hall of Fame in 1982. He has been inducted into the Rock and Roll Hall of Fame twice; first in 1995 for his solo work and again in 1997 as a member of the Buffalo Springfield. He has also directed three movies, under his pseudonym Bernard Shakey: Journey Through the Past (1979), Human Highway (1982) (starring new wave band Devo), and Greendale (album) (2003). He is one of the founders of Farm Aid, and remains on their board of directors. Each year on a weekend in October in Mountain View, California, he and his wife host the Bridge School Concerts, which have been drawing international talent and sell-out crowds for nearly two decades. The concerts are a benefit for the http://www.bridgeschool.org , which develops and uses advanced technologies to aide in the instruction of handicapped children. Young owns Vapor Records, who have signed such artists as Jonathan Richman and Catatonia (band). Since 1995 he has been part owner of Lionel, LLC, a company which makes toy trains and railroads. In a "100 Greatest Guitarists of All Time" list in the June 1996 issue of Mojo magazine, Young was ranked number 9.

Yes they do...there names are ben and amber jean...........he also has another son named zeke...but i am unaware if he has a disability or not
