This term is often used in Holiday Package. Does it mean the total cost per couple?

It means two persons to be shared in one double bedroom either couple or two individual. It is optional, you can go for single stay also but it will be little more expensive.

That doesn't means cost per couple. In fact the minimum number of bookings made should be in the multiple of 2. For example, the room has to be shared by two people and half the cost of that has been added in the Package Cost. Hence, Twin Sharing Basis.

twin share means 2 people will share the room but the cost will be for each, its quite misleading.
