If you mean the player in current Indian team, then it's Ajit Agarkar. Kumble is very close, but I will rate Agarkar.

Let's go one by one. (Players in current team with at least 2-3 years of international cricket)
Ganguly: - always in controversies.
Dravid: - He is calm and cool, but has been in controversies some times. (Remember the declaration when sachin could not complete his third double century. And now, the latest one, on the report by team manager)
Sachin: - It has to be a controversy, evenif he performs or doesn't.
Sehwag: - Many. The way he gets out in every match.
Yuvraj: - Many. Latest one slapping scene, in his birthday party.
Dhoni: - He likes to be in news. But, it means controversies. Fined by traffic police for black glassed car.
Harbhajan: - we all know the criticism on his doosara and he showing his "laaambe baal" in a fashion show.
Shreeshanth: - dance in South Africa.
Zaheer: - His fitness, jump, follow-through were questioned. We also know about his chain of hotels and related controversies.
Pathan: - He is still being questioned. We still are not able to make out, whether we should call him an all-rounder, a bowler or a batsman.
Munaf: - His fitness is always a question mark.
Kumble:- He has not been in controversies. But, always he is being blamed as a fast bowler who bowls leg spin.

Rahul Dravid in my opinion. He is the best and constant player. Even if all others fail he keeps up his spirit and plays well. I think he is the non controveresial cricket player in India

Once you are in Team India, you are always controversial. Once you stop being controversial, you would be out of the team.
