Yes. The Brit government were doing it in Northern Ireland all the time. Last month it came out that the N Ireland special branch helped UDI informers to kill who they wanted and were protected from the law.
I find it interesting that the charges against Saddam Hussein were ones that did not implicate the US and its allies when they colluded with him in the 80's and supplied arms for his war with Iran
The CIA are offing PPL all the time, Patrice Lumumba, The Chilean president in the 70's, Mexican and Guatemalan politicians, bombing neutral countries to kill PPL they disagree with, the list is endless.

John Kennedy was killed by a lone gunman on a grassy knoll! Saddam Hussein was executed (that's COMPLETELY different), the states is looking for Osama Bin Laden only to ask him some questions.

Watch Bowling for Columbine and Fahrenheit 9/11. Both films are kind of biased but once you've seen them, make up your own mind.
