Two months have gone by and have had no reply for court hearing. Tried phoning, left spending up to or over an hour waiting. Tried to find on web, not able to find suitable site to help me.

That sounds highly suspicious - why haven't they returned the license ? It isn't for them to keep it - it is for a court to decide that. Have they lost it ?

I know it does not help now, but you should never give your licence to a police officer to keep. Have you contacted the DVLA to apply for a new one? It is amazing how many 'challenges' are lost in the system. The police issue notices and the majority of the time we all pay up but they also have alot of challanges aswell, they dont have the resourses to deal with them all and just get 'lost' in the system.

The police aren't meant to keep your licence when issuing a fixed penalty notice. I suggest visiting your local police station to ask for advice.

The Police only need your licence to prove that you have one to drive a car. They have to return it to you after they have checked it. They cannot withhold your licence and must return iyt to you, only the courts can withold your licence not the police. I suggest that you write to The Chief Constable and make a complaint to him about it if you can't get a result by normal channels.
