Yes you can and you can do it free. Yahoo members get a free website at Geocities and there is all the software and stuff to help you get started.

Yes you can create free websites with yahoo and other service providers. Yahoo Geocities is there, blogger.com, wordpress etc are some of the popular web building mechanisms. You can also search for websites for free in search engines.

Yes, you can create a website if you have the motivation to be willing to learn how to do it. There is quite a bit of software available designed to make it easy.

In yesterday's NYTimes, there was an article about this. There is a company called "Vox" that is FREE and easy to set up. There are many levels of privacy (family only, friends only, everyone. etc.) and according to the writer who tried it, it was fairly quick to set up. I think the address is http://www.vox.com. I do not work for the company, will make no money off this, and am simply passing on information. (Don't you hate it when people link you to a site where they can sell you something?)

yes you can but you have to design it by writing programs on HTML or in MS Front page, but for publishing you have to get a place for your website from the server and you have to pay money,and if yours become popular you can get income by the ads
