even in some places govt encorages television viewing by offering it as a freebie what will be the effect on productivity in future specificaly in rural packets

It is only so if you believe that being on television equals sucess....that is debatable. The effect of a government offering TV to poor areas would be that they could spread thier favored viewpoint to the people. (Government sponsored television is also called 'propaganda'.)

No, unless that's all he does. Television can be a great educational and informational tool, just like newspapers, magazines and books. Like those printed materials, television can also be misused and abused as well.

if you are watching TV in the reflection you are watching your own failure. same as a computer monitor....put down the mouse and the remote and pick up a newspaper and a book
