no, it means that when you make a joke, people of lesser intellegence don't always know its a joke.
people with a "dry" sense of humor are usually called "smark alecks" because they drip with sarcasm and don't always laugh out loud at what they think is funny.. they may just belittle you and walk away...

British comedy for the most part is dry humor
rather dull and for tea party types
It is what people who have no sense of humor and are unusally overly intelligent or very serious and don't really grasp humor tend to
enjoy. They enjoy it because the intellictual person likes to over analyze everything. like if you tell a joke that others laugh at because the joke is funny a person with a dry sense of humor is too busy trying to analyze why the boy had his boots of in the first place or why the person in the joke didn't ask the sensible question in the first place.
