why sometimes when i touch my monitor it gives off a very little voltage.

Actually what you are experiencing is static discharge. Its kind of like miniature lightning, or like what you experience when you cross a carpeted floor and reach for a door, and receive a slight shock.
It the case of the monitor, it is because of how a monitor works. Electrons are shot at the back of the screen. here the electrons interact with the coating on the screen producing the picture. The excess of electrons on the screen cause a static buildup. You touch the screen and cause a static discharge. this is harmless to you, at least in the normal sense.

It's just static electricity that builds up on your screen.

If you touch anything metal that is grounded, like the back of your PC case, and your monitor at the same time, you won't get zapped.
