12.34 has four digits.

12.30 has three or four digits. You could argue that you don't count zeroes at the end, but you could equally argue that you do, because the zero provides a level of accuracy. 12.3 doesn't mean the same thing as 12.30.

The dot is a character, but it is not a digit.
