In addition, education benefits from a 20 dollar cell phone are substanal it can teach illerates to read, and get health information, slow down growth rates in population, reduce disease outbreaks its big plus.

For spirutual development; you require wisdom,knowledge and highly introspective attitude.
For culural development you require ; a good exemplry eduacation, that moulds people to have a good character and conduct.Agood civic sense and compassion are essential.
For material development ; you need materail things , physical amenities and facilities that relieve you from labour, entertain you, make you physically happy..( this requires some scientific development aswell inbackground).
For monetary development; You require a good lot of money (Honestly eanrned ,I suppose).
For the Scientific development,for medical development and for a a good city planning etc ; Yes the The latest Scientific Technology is a must..and it is the road.
So depending upon the spee of development, I think , the answer differs.

Technolology is the only way to development. There are three main sources of growth for any country -- labor, capital (machinery and equipment) and technology.

Technology means better ways of producing something, holding the number of workers and the amount of capital constant. Technology means better education, better health of workers, better business plans, use of patents and innovations, etc.

The population of most countries grows very slowly. The savings rate is very low in developing countries, so the capital stock also grows slowly unless the country takes on lots of debt from foreigners.

So, in the beginning the fastest way to smart growth is through the accumulation of technology, especially education and good government. This has to happen before foreign investment will flow in reliably.

Technology desnot belong to any part of science or society. It is not a road - The road to development is the right education without hindrance by politics and based on our culture and civilization and ancestoral pride.

You would need to define what you mean by "development"
If by "development" you mean economic development, then technology is just one of the factors.

Put simply, income is the result of the use of 4 factors: Capital, land, labor and machinery. Technology just addresses the "machinery" factor. There is also education, which results in a more skilled labor, and land improvement.
Capital cannot be improved.

What do you mean by "development"? Is it getting richer at average citizen level / overall economic level of a country and enjoying all the best in life - to make life happier for all? Has developments in the past given this happiness and satisfaction to the rich countries? Had not the Industrial Revolution of late 19th century made most European countries rich beyond their expectation... and did they enjoy happiness out of it for long... The cut throat competition to snatch the potential markets across the globe, created hostility among themselves and ended in world wars, they colonised and exploited the non industrial countries and earned their bitterness as well...

I think the concept of development is not clear to most people who use the word... unless the end point is clear, how can you evaluate the means to achieve it?

Unless economic progress marches along with cultural and ethical emancipation, the end will be disastrous... Technologies without ethics is what is happening now... the bio wars.. wars for fuel and water would follow...

Technology in the strict sense is neutral to development counts... It gives choices for better utilisation of resources... better operation of production processes... better cheaper and easier means to accomplish targets in every sphere... But the same techniques have options for misuse as well... Atomic power uses for example have proved it...

So road to development is not in the hands of techy evolved... but in the hands of men... Refining man is not in the hands of technology, but in the hearts of men... and the leaders who influence their people...

to a greater extent technology is a better road to development .with technology a greater work load that had to be done by labour force in a longer time will be done in a shorter period and production becomes easier and in greater quantities.new inventions normally contribute to growth ,be it in health, infra-structure, etc it contributes greatly in development.

yes a pollution free technology is really necessary for development.
if the technology produces pollution and pays way for a nation to get prosperous,its not known as development its known destruction..thats what happenig now.
so pollution free measures should be initiated before we plan to adopt some technology
