i am looking for a nice sincere girl to marry, then i come across russian marriage bureaus..who claim to introduce good girls, who charge something.., so can i trust these agencies..? thanks

I was not going to respond, until I read "Common Sense's" comments.
In general... be careful of agencies. http://www.elenasmodels.com is a safe and reliable one, with only "validated" women that are seriously looking for a foreign man. She also lists tips on recognizing scams, and the culture of Russia and why women there look for foreign men.
As to the other comments, don't let the concern you. They are said from ignorance of the Russian culture and what these women really want. After being loved by a Ukrainian/Russian woman, you could never convince me to date a Western woman again.
There are many fine, professional women in Russia, simply looking for love. All I can say is use a trusted site, tread slowly, and never send money - in fact, if a woman asks for money for ANY reason, drop your relations with her.

You need to understand what would drive you to this in the first place. You're delusional if you think a foreign wife will be a better wife than a local women.
How your marriage turns out is directly proportional to the type person you seek (consciously or not). Why have your other relationships failed (or not existed). Understanding these concepts will do you more good than looking overseas for something you could easily find at home.

well, do u like some chinese agencies? all those women just want to get out of the country and get visa to some decent country. but it doesn't mean u won't be able to find some love there - if u look good why wouldnt' a woman want u? but if u re a loser and u can't find a woman in your own country in your real life why would a woman from russia want u? except for the visa of course

Ask for names and contact info with Americans who dealt with this agency. Or contact local Russian community, get a name of an agency from them (most of them have American husbands and Russian wives). Good luck!
