yes, depending on the density and how porous the plaster is , you might have to paint the plaster with a wood filler, then use a polymer glue like gorillas glue

You can glue plaster to other plaster with... more plaster, as long as the original surface is wet. Wood glue dries clear usually and can work on dry plaster, but beware of the weight of the object you're gluing. You may need to drill into the plaster to get a sturdy bond. Plaster is very heavy and a surface-based glue will not hold much weight.

Yes, I use Gorilla Glue which requires some moisture to set and foams and expands while it sets, to repair broken plaster clay slip molds. It is nice that the glue is waterproof.

yes you can but you need to use the glue specifically for plaster
its a mustard colour which then clears up once dry
