It's a paid work holiday for US federal government workers. Therefore the holiday carries over to postal workers, and if there is no postal mail, then banks traditionally also close.
State and other local goverments have closing as an option. As an example, I saw on television that an area school district (which is another level of government) has chosen not to close but instead use the day as a school day to make up for a recent ice closing day. Obviously hospitals which may be under a hospital taxation district, similarly to police, sheriffs, firefighters, EMS, and the like, would continue operation on such days.

Presidents Day (also called Washington's Birthday) is celebrated in the USA on the third Monday of February. It is a Federal holiday in the USA. George Washington's birthday was originally designated a national holiday in 1885, but its date was changed by Congress in 1971.

It's not actually Presidents Day and is still considered George Washingtons birthday. Check the sign in your local PO and probably state offices which will say closed for Washingtons b-day.

Yes but the only ones to get time off of work are the banks postal workers and government employees
