It depends on what the decision is and how old the teenager is. A 13 year old should be making many less decisions without the consent of their guardians than a 17 year old and a 19 year old can make all their own decisions legally.

Since you have written their teens, yup they have the right and should be allowed to decide for their own but it should go hand in hand with the parents because teeners are in the crucial stage they make their own decision without considering others i mean no offense but they really need guidance from their parents...They are many factors why they still need guidance:
1. Because of curiosity they decide to do things be it right or wrong
2. Peer pressure
3. Environment
4. family
and so on and so forth
They're are a lot of factors to be considered before allowing them to do so
