Well, it depends exactly what you mean.

If you mean absolutely no semen enters her body then no, she won't become pregnant.

However if you mean a man withdraws before ejaculation, or they have intimate sexual contact and the man ejaculates, just not inside the woman, then it is still possible for her to become pregnant.

Can you clarify exactly what you mean?

It is possable to become pregnant from intercourse even if the man hasn't ejaculated, as pre ejaculate contains sperm.
If the man ejaculates on the outside of her vagina and any sperm accidentally spills near the vagina opening then conception is also possable...but rare...and even less likely if the man had ejaculate on his hands and then rubs his fingers in or on her vaginal opening..
