This is good and honest question and...
The answer is NO.

Magnetism is linked to electricity in a peculiar way. As you have said for magnetism to exist it requires that an electrical charges to be in motion. It other words only moving charges can generate magnetic fields and only moving charges can be influenced by a magnetic field. Magnetism can’t exist without moving charges. Keep in mind that motion is a relative property, so a moving magnetic field can force charges to move.
