Not sure who Beckham is or what he does. Blair is well known, but the Queen is the head of the commonwealth, not just the United Kingdom, and her picture is on about 1/4 of all of the coins and paper money in the world---billions and billions of pictures. People of all ages and cultures would know who the Queen is, from small kids to the elderly. Can't say that about the other two, especially the Beckham person. Assume he is an actor or other celebrity.

I'd say The Queen.
She's had more than 50 years doing her job as a diplomat, and must surely be better known than Tony Blair and Beckham.
Having said that, David Beckham would probably be recognised by more people globally than Blair or Her Majesty.

Possibly the Queen, considering that half the world has been licking the back of her head for 50 years (on stamps). Although some people in US think Posh is the new Queen.
