Did you look in the system tools folder in accessories? One place that I worked for ran a version of NT that didn't come with a defrag tool they had to go buy one special. Might be the case for you.

Go to Start Menu, select Search, select All Files and Folders, type in "defrag" and click the Search button. When the program comes up in the window on the right, double click the icon.

Either go to "start menu" and click on search.
I have 2003 and I found it at: C:\Documents and Settings\All Users\Start Menu\Programs\Accessories\System Tools

in order to do a FULL disk cleanup and defrag, you must boot into windows from a cd or another hard drive as you can't move windows files when they are in use. I have two hard drives, one with just plain windows installed to defrage and fix the main one I use.
