might be a problem with the hardware.
or ur usb port.
try another usb port

external hard drive? maybe the device is not enabled. go to control panel-Printers and Other Hardware-troubleshooters (in the lower left) and click hardware just follow the steps of what you think is the problem

check your computer for proper usb drivers in the device manager. also proper controller drivers for the hard drives and any fixes on the manufacturers website.
