what name in the settings are you talking about?
If it's just the user account name, then you would just create an account under your new name, and delete any other old account.
Now, if the laptop has the previous owner's name on it, to find out, right click My Computer, you'll see a System Properties screen appear, look for Registered to. If it has the name of the previous owner, this is what I'm talking about, and if you want you, you can change it too. It's quite easy. It will require to use the Registry, so, be careful with this.
Start >> Run, type regedit hit Ok. Here, go slowly as you see below:
HKEY_LOCAL_MACHINE\SOFTWARE\
Microsoft \Windows NT\CurrentVersion
On the right, you'll see a list. Look for RegisteredOwner, double click on it, delete the name in it, and type in your new name. OK to accept, close the Registry. Now, go back to the System Properties see if your new name is there.
That's all to it.
