ASCAP, a licensing agency, has a website with a searchable database. Once you've found the copyrighted work you're looking for in the database, you should contact the publisher of the work to see if they'll grant you a license to use it in your film. The info for "Meds" is available at the link below.

If you want to synchronise a sound recording with visual images, then you need to obtain a synchronisation licence from whoever owns the copyright in that sound recording.

As Placebo are signed to an exclusive recording deal with astralwerks, astralwerks will control the copyright to all Placebo recordings on a workwide basis and would be able to grant you the required licence.

So, call them on this number: 020 8964 6220 and ask to speak to someone in the licensing department about obtaining a synch licence. When talking to the licensing department, explain what you're doing, and ask if they are able to grant a synch licence for your video for exploitation throughout the world in perpetuity. The chances are they will then have to seek the bands permission if they were to actually grant you the licence, but I'm sure if you explain that you just need to know how much it would cost if you were really going to request one, they'll let you know a figure. They may also tell you that you need to speak to whichever publishing company owns the copyright in the song Meds (as opposed to the sound recording of it), as you may need to ask their permission as well.

You'll have to contact the recording label, first. They will go through the channels. I wouldn't expect an overnight answer, either.

You can't copyright someone else's song. You contact the band and ask to use it.
