Just like lakes, the color of water is a reflection of the sky. Clear sky will give a blue ocean. Overcast makes the color fade to a murky gray such as during storms. Bottom conditions have an influence if very near the surface. For example, white coral areas in the Caribbean can be a very bright blue on calm days. High polution levels, turbulence and algea can have an effect, especially when looking straight down as the sky reflection is reduced.
there is no real difference in color between oceans, the water itself is nearly clear.
