We'll just have to wait for book seven to really answer that, but speculation is that it's Sirius' Black's brother, Regulus. The reference comes from Half-Blood Prince:

In Chapter 28 (page 609 of my edition) of Half-Blood Prince, the following note was found in a locket recovered by Albus Dumbledore and Harry Potter:

To the Dark Lord
I know I will be dead long before you read this
but I want you to know that it was I who discovered your secret.
I have stolen the real Horcrux and intend to destroy it as soon as I can.
I face death in the hope that when you meet your match
you will be mortal once more.
R.A.B.

"Arcturus" is also a Black family name, so the idea is it could be "Regulua Arturus Black."

R.A.B. is the main clue to the identity of a character mentioned in the final chapters of the sixth book of J. K. Rowling's Harry Potter series, Harry Potter and the Half-Blood Prince.
The character's identity is left as an unsolved mystery, apparently to be revealed in the final book, Harry Potter and the Deathly Hallows.

While Regulas is a possibilty, it has not been said for certain who R.A.B. is. While we all hope our questions will be answered in book 7. JK has said that not everything will be answered. Check out her notes on the release of book 7 on her website.

I agree with Prince. It is Regulus Black. Jo Rowling has been somewhat inconspicuously elusive as to how Regulus died. The other characters, Sirius in particular, know that he died and believe Voldemort killed him. The rest is a bit hazy as to how, when and why he died. We are given the idea that he may have got cold feet about being a death eater, but I submit to you that he became a death eater with the sole purpose of betraying them. Of course he couldn't tell Sirius this (or anyone else for that matter), just look at Sirius's mother! Can you imagine what his family would have done to him if they had somehow learned that he was trying to overthrow The Dark Lord? I don't think he was the coward who he led people to perceive him as. He had a serious ulterior motive.

hi Sivanesh M, this question is appropriate for debate. in my opinion all guy and girls deserve complete top to stay freely in a disciplinary way. So destiny companion could be interviewed from the component of his/her grade, ability, training, honour in samaj, worrying nature and lots greater. So i do no longer differentiate between guy and girls. guy is say Shankar then woman is Devi it incredibly is my opinion costly. ok.
