Normally after flushing the cistern fills up with water and the ballcock rises with the water level making the water stop until the next flush. How can I stop this.
There needs to be more water in the cistern to lift the ballcock up further.
How can I fix this any ideas? - The toilet now is almost half flushing constantly.

when water rises the ballcock rises and a screw at the end hits the water flow to stop it sounds like adjusting the screw might help if you want the water to rise abit more,twist the screw so it gets abit smaller and you will find the ballcock rises abit higher.

You probably need a new washer in the ballcock valve. As a temporary fix try bending the arm of the ballcock down a bit. This will make the valve close with a lower water level in the cistern.

Its not really clear what your problem is - there seem to be two issues.
If the water level in the tank is too low to operate the flush correctly you need to look at the ballcock. Is there anything that is stopping the float from rising? Is the valve corroded or jammed with limescale? Do you need to adjust the float arm, sometimes there is a screw to adjust the height.
If the water is constantly running out of the tank into the toilet, then you need to look at the flush mechanism, is it sticking or worn?

Whay the problem is that the diaphragm in the syphon of your toilet is done for.You will have to buy a new syphon. To remove the olsd one. Turn off the water to the toilet. Flush as much water as you can from the cistern. any thay is still left you have to mop it out. Next disconnect the water supply pipe to the toilet, and dont lose the fibre washer on the end of this pipe. Underneath, unscrew the large plastic nut and let it slide down the flush pipe. Undo the flush handle from the syphon and lift out the syphon in one piece. Replace new syphon in rverse order and set correct water level

$20 solution in Australia,all hardware stores in the plumbing section sell the section that goes from where the ballcock joins down to the outhole.and has rubber plungertype seal on bottom,
that will fix problem and easy to install

Look to see if the chain is setting under the ' flow cap ' at the bottom of the tank. At times the chain gets loose and settles in there, thus the ' flow cap' does not close all the way and that trickling sound of water keeps flowing. Other times the chain or bar attachment needs to be re-adjusted in length. That as far as knowledge in that area goes...I'm a ' girly girl ' type woman...try to fix things on my own as best I can...but not very good at it. I did once discover that chain thing in my toilet tank and fixed it myself. Big moment for me as I'm not much of a fix-it type person. My next project is basic bookshelfs . . .

you need a toilet flush kit
the valves do not last for ever its not a bad job or expensive but if you don't do it you can end up with some big water bills
run to the nearest walmart or home depot

dont know how old your toilet is but most modern cisterns overflow back into the toilet bowl not outside. that could be theproblem and it needs adjusting. if not you need to fit a new syphon. about £14 from diy stores

You need to fit a new valve to the ballcock.

Try this simple check, there might be a hole in the ball float.
You can unscrew the float and shake it to find out, if it has a leak replacements are pennies.
