It depends on what people colonized these areas. The southern twang is a mix of Irish and English (I think). Combine a French accent with a German, turn it into English, and that is how you get different accents.

Well first you look at the immigrant population which have an influence on the Speech, for example NY has a very big Italian and Jewish community. Then you look at the origines of the English speaking population of decendance from the Britsh empire. Do they majoritarly come from Scotland, Ireland, Northern England, Wales, Cornwall etc..
They all have diffrent way of Speaking. Then when you go South like in Missouri and Louisiana, some of them were French colonies and have french influences in there speech like the Cajun which comes from the word Acadian which is a predominantly francophone region of the maritimes (or at least was before the Bit's brought them by force to Louisiana.
Look at the origines of the predominant community and you will have an idea of why they speak the way they do...

You speak the way the majority of the community speaks where you were born and reared. People in Germany have differing accents according to the area of Germany they were born. The same is true in every country. Every language.
