There is general exemption from service tax if combined billing of all your services is below Rs 4 Lakh.Thus U R required to pay service tax after turnover of Rs 4 lakh if you are providing any taxable services on the link below:

The service tax has to be paid to the government when you render the services and collect the service tax from your customer and pay the same to the government.

If you receive the service from others or vendors then you need to pay the service tax to the vendor in receipt of service tax number of the vendor.

service tax is not turnover specific......hence if you render taxable service even for Rs. 10 in any year you will have to pay the service tax
