I think the most annonying neighbor was nosey Gladys Kravitz of Bewitched. She henpecked her husband constantly so I think she would be the most annonying to live with.
The most annonying to watch as a viewer was the neighbor Millie on "The Dick Van Dyke Show." Her voice was like a fingernail on the chalkboard!

Probably Urkel. He would not only show up uninvited and make unwanted sexual advances but the fact that he was a brother means he was also constantly stealing in order to support a debilitating crack habit. Definitely the worst neighbor in TV history. Oh yeah he was also a nerd.

My nomination for 1 an 2 has to be Newman on Seinfeld ...can't stand that guy...best thing I saw him in was Jurassic Park when he got whacked by the dinosaurs!

I'm going with Mrs. Kravitz (Betwitched) and Urkle.
Mrs. Kravitz was too dang nosy for her own good (she would have definately gotten told off if she were my neighbor) and if I had to live with Urkel, I think there might have had to be some kind of accident....

I'd say Rose from Two and a Half Men. I mean, she's not nerdy or spastic, but I don't see Urkel or Kramer gluing Laura or Jerry's testicles to their legs for revenge (!? yeah yeah, you know what I'm trying to say here).
