why the gas present in the universe does not liquify during the expansion of universe?

The gas liqifies under any of the 2 conditions:
* When presure is applied
*when temeperature falls.
First of all there is no pressure in Universe.That's why astronauts wear prassurised space suitts.Secondly the temperature is constant so there is no meaning of cooling.And even then if they become cool thay collect and collect and collect and keep on collecting at a place until a star is formed!
