If you mean links on a web page, the colours change after a link has been selected. The colours are controlled in the particular page and could be lighter or darker.

if yu are referering to the 2 lights net to your NIC card (where you plug the cable in). one tells you you have a connection (the solid one shows that there is 5 volts dtected from another device) the other flashes when you have data transferred (ie you pc comunicates with another). I hope this is what you mean but if not try put a bit more detail as I dont think "web links light up" explains what your after
