You use PEMDAS.
Do everything in Parenthesis first. then Exponent. then Multiplication.then Division;then Addition; then Subtraction. Follow this procedure in order.

Basic Mathematical system--BODMAS-- ie, Brackets (Smaller first)- 'OF'-- Division- Multiplication- Addition- Subtraction --- in that order. Follow it religiously and u'll never need to ask these questions again.
Solved:
[23-(4+6)/2]-[1+12/3]
= [23-10/2] - [1+4]
= [23-5] - 5
= 18 -5
=13

do anything in brackets ( ), [ ] or { } first.
And do multiplication x and division / first.
Do addition and subtraction last.
i.e.for ur question,
[23-(4+6)/2]-[1+12/3]
=[23-(10)/2]-[1+4]
=[23-5]-5
=18-5
=13

Just follow the MDAS ("multiply" first, "divide" second, "add" third, then you "subtract"). But when the equation contains "()", answer first what's in them.
