The best way to look at the answer to this question is to look at the latitude the Philippines shares with other regions of the world. Proximity to the equator is what is responsible for year long summer. Technically though, the Philippines does have a winter due to the earth's tilt towards the sun and position in orbit...it's just there is no snow. They do have a rainy season too.

Because the polar jetstream can not dip down far enough to track weather systems across the Philippines.

Therefore the Philippines has only a wet and a dry season due to phenomena such as El Nino. This is commonly referred to in the Philippines as summer and winter. Summer being the dry season and winter being the rainy, typhoon season.

it's almost on the equator. That's where the sun radiates most of it's heat/energy on Earth. On the equator. If you were to look at a globe or an atlas you'd see that Malaysia,Zaire &Columbia and Indonesia are on the equator. It's always warm there.
