This sounds similar to my man's 21st birthday. His 21st birthday was on valentine's day and his mum promised him a party but never bothered to do nothing. She never even got him a card and i know the cow hasn't got money problems cuz she buys her other kids laptops and mobile phones for their birthdays and she even bought her boyfriend a valentines card and present. It completely p*ssed me off. He hasn't done anything to deserve a crap 21st birthday. I bought him some great gifts and he was really happy. To celebrate, all i did was buy some reasonably priced champagne and ordered a lovely chinese meal for 2. We had a lovely dinner in candle light in my bedroom and had toasted marshmallows with a chocolate fondue fountain afterwards. It didn't cost too much. He was really greatful. I asked him how he was feeling after such a crappy day. He said to me "As long as i've got you and your family who care about me, i'm happy". I felt like crying. I feel so sorry for him. If i could i would give him the world. Just use your imagination, i'm sure everything will turn out just fine. Good luck.

Get all of your mates to pay a tenner each and hire a boat for a booze cruise. Cook him dinner, go to the cinema...

Don't try and second guess the mother in law, she may have something planned that she doesn't want you to know about until the big day.

Some sort of activity like skydiving but suited to your budget. Maybe get together with mates to chip in.

Like a flying lesson, scuba dive with a shark etc... and he can show how brave he is.

For him to get in the pit with the girls... And as a surprise you as well,

Lets see you, 2 girls, paddling pool full of jelly, mates cheering you on...

And cheap.

or something along those lines.

Remote control vibrator... he gets the report to the receiver in your undies ALL day outside the house where he can press his gadget button anywhere and any time the naughty boy likes.
