Cuttlefish can be kept in aquaria but need large tanks with extreme filtration so they are not popular among aquarists - the same tank set up can hold a reef or wide range of fish & other inverts.
Octopodes (yes that is a correct plural) can make good marine pets but they are escape artists and again need a well established & large marine tank.
I kept one for a while about 20 years ago. It was quite a character but only lived 2 years as my house sitter failed to put the bricks back on it's tank lid after feeding.
Mine was a stowaway in live rock.
I would think you would have to contact a marine importer or a specialist marine dealer and wait. Possibly a zoo or public aquarium might have spares.
They have been bred in aquaria.
