Anything that is written to the hard drive is recoverable. With certain tools I have been able to recover a completely formatted hard drive to it's preformatted state.

If you are worried about data being recovered from your hard drive from an old system, the best thing to do is transfer the old hard drive as a secondary drive to the new system. A second method to make sure that the data is unrecoverable is to take the hard drive apart and destroy the disks inside.

Yes, it is possible. Files on the hard drive stay there unless you delete them, deleting them simply makes the space available, the files might still be there and can be recovered with the right knowledge & software

To permanently delete files, you usually run a "scrubber" program, though even that isn't fully guaranteed.

The only absolute way to prevent data theft is to physically destroy the disks in the hard drive - I've found an axe to be handy.

The drive can be cleaned using free software that you can download.

This is done by writing over every area on the disk 35 times with random data.

This is the Ministry Of Defence specification and is used on government computers.

I recycle computers and the first thing I do is erase all hard drives

Formatting the hard drive will not erase everything, but is probably good enough to stop anyone from obtaining any data.
(It's expensive and time consuming, so criminals wouldn't even bother to look)

To be completely safe, a hard drive should be erased with a special program like Eraser (freeware).

Well, I'm not a criminal, and I bet I could do it, so you can bet your last farthing that a criminal would be able to ... or, at least, know someone that could.
