Personal computer was first introduced by IBM to cater the small buyers . In those days IBM was the monopoly and it was having its main frame computer installed all over the world. Later on they capture market they came out with mini computers which were also mult-user with terminals attached to them. When they saw that the demand for an individuals was more and they could not afford the heavy cost of main frames or that of mini computers they came out with what is known as personal computer with only one terminal attached to the CPU. It for this they wanted an operating system and bill gates came into picture with his version of single user operating system and it know as IBM-DOS or PCDOS . Since the PC configuration was easy to manufacture many people started manufacturing them and they were called clones of the PC. It is for this clone PCs that Bill Gates brought out his own operating system which was nothing but the same PCDOS but one version earlier to that of IBM and this he called as MSDOS ver.1 and rest of the story all of us know that Microsoft ruled the world of computer operating system and its software and IBM started losing its monopoly in the market. Today there are many PC manufacturers in the world but most of these PCs are using the Microsoft's operating system only.

takemeawaysasfarasyoucan's got the right idea. It really depends on what you mean by a personal computer. My brother has some old hobbyist magazines from the mid-1970's advertising kits for building your own computer. This is at least three years before Apple, and WELL before IBM got started. There were things like the Imsai 8080 and the Altair. I'm sure there were others, but it's been awhile since I saw those magazines.

Answering that question is like answering who invented the automobile. Everyone has an answer off the top of his head, but the more you study it, the more convinced you become that no one invented it - it just grew.

Many personal computers came out before IBM PC. The earliest might be the first programmable calculators from HP and Texas Instruments in the 1970s. Tandy TRS-80s (Trash 80s) and Commodores, and Apple were early personal computers. Heathkit was another. I had an Osborne and Kaypro were early portable (transportable) personal computers, and were before IBM PC came on the scene.
