It is quite impossible to have a Flash or Shockwave game online without requiring download. Most of the time the game will say its loading - this usually means its downloading the required content for the game to play.
It is impossible to use the internet and not download. Every webpage you go to downloads all the content on it so you can view it. Every image that you view on the internet is downloaded so you can view it. Every word you preview is downloaded.
If you mean are there any Flash or Shockwave games that you can play without having to download Flash and or Shockwave, then that is also not possible unless you get a Flash or Shockwave alternative (which I don't think they exist).

yahoo has tons of games to play without downloading or buying. this is the only site I use to play games. go to yahoo games.
