How come in black and white historical videos most of the footage is really fast or fast forwarded????

Most older films were filmed at a slower framerate, hand-cranked in the early days. Most were meant to be shown at a slower rate but some were sped up for comic effect.

I would like to point out that i am only making an educated guess here but i would have to say that it is because of the slower frame-rate, due to their lack of technology compared to modern day recording equipment.
