Children can't do any formal training until they are at least 10 years old (15 for a 'proper' qualification).
PADI runs a Bubblemaker course which is available for children over 8 years old, but this is just an introduction to Scuba.

With PADI, you can do the take the Junior Open Water course when you are 10 years old, and you can take the Open Water Diver course when you are 15.

Go to a local dive shop and the people there will usually offer to teach your kids in a quarry or at a nearby pool if the weather if warm. I don't know exactly where you live, but I also got certified over vacation when I was almost 10, so vacation spots (warm ones) are always a good option too!

How old?
Most agencies require them to be between 10-12 for junior certification and older for regular certification.

Call your local Dive shop or check with the YMCA.

The YMCA has excellent scuba classes. Check with them to see what age limitations there may be.

Try your local swimming baths. I do think however, there is a minimum age of 12 or 14 years. Something to do with lung development.
