You will have to own the domain name. You can get a domain name for cheap from http://www.digitaldivadomains.com and they will give you free web hosting and a free website builder. It's not a trial, you have it for as long as you own the domain. It's got a free email address and blog too. You don't need to know anything about building a site, just get the domain and you can be started in no time.
It's under $10.00 to own the domain for a year!

http://www.terapad.com will provide you with a website 100% free, then all you need to do is register a domain name with someone like http://www.godaddy.com and point it at your Terapad site. That's near impossible to do for free.
However, try www.officelive.com - that is a Microsoft site that gives a free domain and website building tools.
