Unlimited lockpicks for sale:
Thief guild at the waterfront district in imperial city.
Talk to one of the beggars and give them a few coins and work your disposition up with them. Then ask them about the gray fox.
He'll tell you to meet at the garden at midnight.. find the guy with the torch standing near the waterfront. He'll sell you lockpicks for 5g each (unlimited). Plus you can now fence your items (assuming you pass the initiation) with Ongar in Bruma.

Get into the thieving guild? Ongar's place in bruma i believe. A guy that hangs out there, he's always sleepy. He sells them to you. U have to be in the thieves guild for him to talk to u. you get into the thieves guild by examining all the wanted posters in the market district.

try the cat-dude in the brotherhood of evil sanctuary...if you're a member. he should have 30 on him. also if you have joined the thieves gild...then there is a guy ungar or ongar the weary in bruma that has 100 on him for sale. his house is across from jearl's house.

The Kajit in the Dark Brotherhood sells them and you can buy them from the Thieves Guild.

You should get the Skeleton Key when you can.
You can use it unlimited number of times, and it doesn't break.
You have to complete a quest for the Nocturnal, one of the Daedra statues.
