In the US we follow the surnames of our paternal family members. You can change your name if you want and you have to pay for it, but usually your father is the one that gives you the name. Filipinos are maternally based society and I personally applaud them for that, there are not that many societies that are maternally based.

the great majority of americans do no choose their surnames - take the father's last name.
