just pick up the note book and a pencil. And start thinking about the solution for your problem and write it on notebook in simple words. Then re-read it, try to optimize the solution, and when u think this is the most optimal solution, then code it.
Using this technique, you can develop logic for programs.
In case of large programs, break down the problem into pieces, and implement above mentioned procedure on all pieces.

Logic is independent of program. in case if you are having concepts, first you make logics for it. then choose the language platform. because language is using to implement your ideas.
that is the reason, flow charts are more helpful to improve the logic sense. if u want to implement the logics in Java that is the another story. u must know the syntex and way of programming.
