Emptying the recycling bin (or trash on a Mac) doesn't really erase the file, it just removes all references to the file on the drive. If you think of your computer's hard drive as book, emptying the recycling bin simply removes the file from the table of contents at the begining, making it seem as it doesn't exist. Recovering an erased file is fairly easy using utilites such as Norton on the PC or Disk Utiltiy on the Mac. I perfer DataRescue myself. Of course sometimes if a file's been delete long time ago, you may want to go to data recovery experts.

To continue what Abigail G was saying, the reason files can sometimes be recovered and other times can't is because the hard disk doesn't over-write files until it has other files to over-write the deleted files with. In some cases, it will also wait until it has nowhere else to put the data. It also tends to write from the outside of the disk to the inside, so older data tends to get over-written first, unless the HDD has been defragmented.

A third party software such GetDataBack or others, are able to retrieve data from a formatted HDD, so there's no difficulties for this software to retrieve data which are just deleted or emptied from recycle bin.

I am afraid you will need a person well versed in Computers and they can just tell you what button to push or what areas to enter. But they are there and stored so it would take a person who knows computer language to show you where those files are and if you need to get some back they would be able to retrieve them for you. I had to get my brothers best friend who is such a person to help me.
