No one can answer the "whether" part?

As with most things in the English language, it depends. You will most often include the period to the left of the end quotation mark. There are exceptions depending on what style of citation you are using (like APA in-text), and if it is a period or other form of end punctuation.

I say, "The safest place is to the left."

"But, if you are using APA, punctuation and quotation marks can be a little tricky" (Sneezer 2007).

Dad asked, "What is wrong?"

Did Mom say, "I am tired of doing the dishes"?

If it is a question you must include the question mark inside the apostrophe.

The period goes outside the apostrophes, and outside the parenthesis.
No period after a question mark.
