My mom has been unemployed for a few years and she has been steadily collecting and recycling cans and bottles to keep ends meet. She keeps bags of them in the back yard and now some committee has sneaked around and took pictures and slapped her with a fine since this is the 2nd time. I have to figure out ways to help her keep her trash out of sight until she could sell them. I am thinking at getting some trash containers with lids for her, but those city committee could be real difficult and I am not sure if that'd be good enough. Does anyone got suggestions or ideas?

Get rid of the stuff along with the rats, and so forth.
Move it out more often.
Reduce its volume by crushing
Get an inexpensive storage hut (most cities will not allow you to have more than one) to keep the bags in.
Get your mom some money, looking into public assistance, etc.

In most cases they give warning. Next comes a fine. If that doesn't make you clean it up they will hire it done and charge you for the cost.

Everyone needs to keep their yard cleaned, They do the same if you don't clean up the weeds.

It's an eye sore to others and not healthy for the neighbors..

sounds like your neighbors filed a complaint, and they have every right to also. Having a messy, smelly, garbage filled yard next door brings their property value way down.
Why don't you go over once a week and take all the recycling to the place and cash them in? Then she should have enough room to keep them all in a few garbage cans.

keep them in the basement or attic, out of sight, but the cans should work, its a good idea

If you have a garage,you can use that for storage.
